Larissa Ramirez, Human Resources Technician
Larissa Ramirez is a passionate traveler with roots in Colusa. Growing up in Colusa instilled in her a deep appreciation for community and the beauty of Northern California. After high school, she pursued higher education at California State University, Sacramento, where she studied Political Science. Professionally, Larissa's career has been marked by growth and development. She began her career as a Vocational Assistant in the Department of Health & Human Services, transitioned to a Human Resources Assistant, and then advanced to her current role of Human Resources Technician within three years. Larissa is passionate about continuous learning and is always eager to expand her knowledge and skills in the field of human resources.
Hector Bautista, Human Resources Technician
Hector Bautista was born and raised in Yuba City, CA. His inspiration comes from his family and creating amazing memories by traveling as much as possible. With over 20 years of management experience, he has honed his skills in leadership, communication, and problem-solving. His passion for fostering a positive work culture and promoting employee well-being sparked his interest in beginning a new career in Human Resources. He is committed to supporting both employees and advancing the County's mission. He eagerly anticipates this opportunity and looks forward to building a fulfilling career.
Yareli Mora, Principal Human Resources Analyst
Yareli Mora graduated Summa Cum Laude from California State University, Sacramento, with a Bachelor of Science in Business Administration, concentrating in Finance and Risk Management and Insurance. During her summer college breaks, she began her career as a seasonal HR Assistant, gaining valuable foundational experience in the private sector with a local food manufacturing agri-business. After graduating, Yareli advanced to the role of HR Manager, where she honed her leadership and strategic planning skills. In May 2016, she transitioned to the public sector as an HR Analyst for Colusa County, where her dedication and expertise led to her promotion to Principal HR Analyst in May 2023. With over 18 years of diverse HR experience, Yareli is committed to fostering a positive and productive work environment. Her extensive background in both the private and public sectors makes her a valuable asset to our team.
Reyna Jimenez, Human Resources Technician 
Reyna Jimenez holds a Bachelor’s degree in Business Administration with a concentration in Human Resource Management from Chico State University, Chico. She has a background in Human Resources, serving the public sector, with a focus on employee support, recruiting, onboarding, and HR operations. Reyna values collaboration and building strong relationships within the workplace to promote a positive, supportive environment. She is passionate about contributing to the community and supporting the success of Colusa County. Reyna looks forward to growing her professional development with the County and making a meaningful impact. Outside of her professional role, Reyna loves attending sporting events, visiting Disneyland, traveling, exploring new destinations, and spending quality time with her family and friends.
Dar Rhodes, Human Resources Director
With a 30+ year career in Human Resources, Dar Rhodes has diverse private and public sector experience that honed her ability to see across traditional roles and responsibilities and develop innovative, yet practical solutions for the most complicated workplace challenges. She provides leadership coaching as well as expert advice in the areas of organizational effectiveness, change management, employee relations, performance management, workplace investigations, legally-defensible disciplinary action, complex classification and compensation oversight, as well as development and training. Dar held key executive positions with Teton County (WY), the City of Napa (CA), the City of Oberlin (OH), the Town of Moraga (CA), and the City of Norwich (NY) in addition to her HR consulting, and has also worked with a number of special districts and non-profits facilitating complex succession plans, culture change initiatives, leadership building, and hard-to-fill management recruitments. In addition to her significant field experience, she holds a Juris Doctor from John F. Kennedy University School of Law, is an IPMA-SCP (Senior Certified Professional), and is an Association of Workplace Investigators certificate holder (AWI-CH).
